The 2015 Texas Rice Festival President is Michael Milligan. Mike was born in Channelview, Texas, to Wayne Milligan and Carol Berntsen. He has been married to Laura Stewart Milligan for 26 years and they have three daughters Loran Majors, Jamee Milligan and Erin Milligan and 2 grandchildren. Mike is a graduate of Linden-Kildare High School and attended 2 years of trade school at Lee College. He served 5 years in the US Navy on naval submarine USS Portsmouth SSN-707. He is currently a Millwright lead-man at Enterprise in Mont Belvieu, Texas. Mike has been involved with the Texas Rice Festival for 15 years, having served as Chairman of parking committee and serving on the stage crew. 2014 TRF President, Ty Jones

The 2014 Texas Rice Festival President is Ty Jones. Ty was born in Beaumont, Texas and is the son of Scott and Monica Jones. He has resided in Winnie his entire life. He has been married to Lacey Frugia-Jones for 8 years, and they are blessed with two children, Koby and Grant. Ty is a 1999 graduate of East Chambers High School and a 2004 graduate of McNeese State University, where he received a degree in Agricultural Business. After graduating college, Ty was a partner in Jones and Moor Laser Leveling. He is now involved with the family business where he is Co-Owner of Guardian Oil and Gas Services. The 2013 Texas Rice Festival President is Nelwyn Antoinette Leger, known to her friends as “Sissy”.  Born to Marie Daigle and the late Joe Daigle in Port Arthur, Texas.  At age 12, her family moved to the Fannett area.  After graduating from Hamshire-FannettHigh School in 1979, she worked at Beaumont Bone and Joint Clinic in Beaumont, Texas. She married Stuart Leger in November 1980 and has lived in Hamshire since then.  They have three children Kim Hill of Hamshire, Kelly Burford of Stowell and Russell Leger of Hamshire.  Sissy also has three grandchildren, Jackson Burford, Hallie Burford and Jade Hill.  She is a member of St. Marys Catholic Church in Fannett, Texas, where she serves on the church cleaning committee.
